What is EUR-Lex?

The EUR-Lex database provides free access to the following:

  • The Official Journal of the European Union
  • EU law (EU treaties, directives, regulations, decisions, consolidated legislation, etc.)
  • Preparatory acts (legislative proposals, reports, green and white papers, etc.)
  • EU case-law (judgements, orders, etc.)
  • International agreements
  • EFTA (European Free Trade Association) documents

These will be essential resources for you in preparing your position paper.

CELEX Numbers

Every document that you find in EUR-Lex will have a CELEX number attached to it:


The CELEX number contains information about the type of document. You can learn the full details here.

Although you are not required to cite the information you use in your position paper, I recommend at least including the CELEX number. This will allow you or your reader to quickly find the document you are referring to, simply by using the CELEX search option on the EUR-Lex homepage.
